Is it possible to customize the dashboard of the login page?

I want to add a gadget in the login screen of JIRA so it will be visible to all users before they login. I don't want to tell them to add this gadget to your customized dashboard or edit the system dashboard and tell them to use it. Is it possible to customize the dashboard of the login page? How can I do this? Thanks!

The login page is the system dashboard, so you need to edit the system dashboard.
