Is it possible to create/develop own customer portal?

Is it possible to create or develop a own branded theme for the customer portal? Without add-ons/apps. But using the API and a framework like React. We want to replace the customer portal theme with our own, if it is possible.

Sure you can do that. Refined Theme solution in the marketplace is an example of such a solution so no reason you cannot do so as well. You can go to the Atlassian developer site to get started.
