I ave a question: is it possible to create a matrix in, for example, the Dashboard module, in which something is calculated based on two values?
See the image of a risk analysis here, where the colors yellow, green, and red are calculated.

I assume that the cells and their color is fixed, and you just want to calculate and put the numbers into each cell.
Jira does not provide a dashboard gadget for this so you will need to look for a plugin on Atlassian Marketplace.
If you want to try a plugin, our Great Gadgets app offers an Advanced Issue Filter Formula gadget which allows you to display a table with custom colors quite similar to the one in your example.
Clicking a value in the gadget will open the Jira issues that produced that value. Also, this gadget can be configured to set the color based on the calculated values!
Another possibility is to use the Pivot Table & Pivot Chart gadget offered by the same app, configure to display count by Likelihood and Impact fields and this will display the matrix (like the one in example below), but it does not offer the possibility of setting custom colors to the cells. Eventually, you can configure it as a heatmap table.

can you please clarify the question a bit?
I understand your work items have fields for Impact and Likelihood. Do they also have a field that stores the values (A, B, C, D, E) and you only want to calculate and render the color or do you actually want to caluclate those values and the color?
