Yes you can use an Oracle database with Jira.  However the version of Oracle databases that are supported for Jira changed between 6.4.x and 7.0.0.   You can see the supported platforms in Jira 7.1.x that for Oracle databases, only the 12C database version is supported.   But the 6.4 supported platforms could have used either 11G or 12C versions of Oracle.

If your Oracle database is not a 12C version, then I would recommend that you follow the steps in Switching databases to select a supported platform for the version of Jira you want to use, and then migrate your data there.

It is possible that all the problems you are seeing here could have a single source of a failed upgrade, or an unsupported database being used.

I consider your opinion ,

Have you just done a direct connection without going through an upgrade?  That could explain why it has not worked.  Jira will have tried to upgrade the data, but this approach is not right, and it has probably damaged the data.

You should revert to the backup you took before your did this, install Jira 6.4 and make sure it all works, then upgrade it to 7.0 and then 7.something, going through the upgrades properly.

This means updating Jira from version 6 to 7. Did you get any errors by updating Jira from 6 to 7?

Did you read the update documentation?

https://confluence.atlassian.com/migration/jira-7

Do you see some error messages in the log files?
