Hello mate,

I am wondering about the question in my subject. NAS device will be much better than an NFS server/cluster. Is it possible?

You should only be using NFS for certain parts of your Jira, but assuming you're doing it right and only using it for attachments (there's no reason to use NFS for any other part of a Jira server), then yes, swapping to NAS would be fine.  As long as Jira still has the attachments as a directory it has full read/write access to (and no-one else has "write" access), it'll work fine.
