Hello, we are using an Atlassian JIRA board and would like to know if there is a possibility for blocking cards created.
To be more specific, lets say we have multiple cards created on a project. When created, each gets it's own number (101, 102, 103 etc). At the moment cards are being assigned by persons by free choice. We would like to limit that by blocking 102, 103 and the ones that comes next so it can't be assigned until 101 card was assigned. Does JIRA has any option for doing that?

Yes that's what i'm trying to do, because people don't respect the order in which they should assign the issue. Limiting the access to fewer people won't work in this case.
Opened to any suggestion that would give the possibility of obliging people to choose a certain card.

If issues have to be done in a certain order then you are going to have to either hand them out one at a time or educate the team on how to choose the right one. You can consider using ranking as the guide such that the assignee always take the next one on the top. You could consider creating swim lanes based on a label or maybe a custome field that represent order. For example, a custom field that has a value list of 1,2,3... then have each swim lane based on those values. The assignee should only move #2 (second swim lane) issue to in progress if there #1 is Done.
I don’t really get the need to control assigning issues TBH. I can understand the desire to actually work an item in some order. In any event, hopefully the above gives you some ideas to establish a workable solution.

We already have a custom field that arranges cards in a specific order but people tend to 'forget' on how it should be assigned, so we thought this should be a last solution.
