Is it possible to add/edit issues on JIRA offline?

Hi there

I would really love for JIRA - at least via the app, to enable adding/editing of issues offline and for the app to capture it to sync online when I connect the device online.

Given that I am using JIRA for a non-profit and I am based in the field more often and internet here is limited with terrible latency, this would be a great function for JIRA to enable wider usage.

How do I get in touch with the developers to enable this functionality?
