The short answer is no.
What problem are you trying to solve by adding Timeline to the menu bar?
All the options listed in the menu bar provide a list of those types of entities from which you can choose.
The Timeline functionality is associated to individual Plans, to individual Boards, or to individual Business/Work Management projects. You have to choose one of those three things to access its associated Timeline. Timelines are not an independent entity. Timelines don't get their own names separate from the Plan/Board/Project to which they are associated. So, there is no way to present a list of Timelines to choose from.
