Hi @Mikhael Santos 

Are you referring to the Jira Cloud Migration Assistant?

If yes, it appears you can select to send all or some of your projects:

If you want to migrate all or some of your projects choose Select project from the options. You will then be able to select which projects you want to migrate. 

^ There isn't a mention of all issues based on field data.

You could manage this using projects - for example:

  • Create one project - the Archive Project. Or create an archive project per active project.
  • Move all issues created before the date where they're not relevant to the archive projects.
  • Only move the projects containing relevant issues to Cloud

I would not bulk delete as it makes issues difficult to retrieve - best to always keep data, as you don't know when you might need it!
