Is it possible restrict bulk edits to a specific project?

I would like to give some of my users the ability to perform bulk edits of tickets. (Primarily to change the ticket owner.) However, I want to restrict this ability to a specific project.

Is there a way to restrict this permission on a per-project basis? From what I understand, "bulk edit" can only be applied globally, NOT on a per-project basis.

We are using JIRA 5.2.11.

You are right. It cannot be restricted to projects. It is a global permission.
