Is it possible for multiple users to give feedback in single issue type within one transition state?

I am Licenced user of JIRA,I have created one issue type for Training which have multiple participants, and all participants need to fill feedback after completion of training.so,How multiple participants can fill thier feedback in "Training-issue type" which is not been closed yet.This issue type will close after getting feedback from all the participants.

You can't configure anything to do such a thing. And being on onDemand, plugins are also not an option.

What you can do is to have a "Feedback" subtask assigned to every participant and let them close the subtask while giving feedback. You can have a condition on the parent issue (Training) to not allow closing until all its subtasks are closed (by adding a "Subtask blocking" workflow condition).
