Is it possible for a recipient of a notification to customize their own parameters in 7.4

Currently, on one of our projects there are a number of recipients that receive an e-mail notification when any change is made to a bug status.  One of them has asked that they only receive a notification when a comment is added or modified and they would like to be able to make this modification, or any others they might think of by themselves.  First is that possible without them having administrative rights and secondly, can modifications be tailored to one individual?
