Is it correct to build Jira before all the correct Tomcat libraries are in place?

The intallation instructions for the Jira 5.0.6 WAR distribution first builds the WAR file, then copies all the nessisary libraries to the Tomcat lib folder. Must this not be the other way around?

Doesn't matter which way round it's done. The libraries in Tomcat, although required to run Jira, are not needed for building the WAR.

My main client builds their Tomcat and WARs completely independently of each other - completely separate servers doing the build work!
