Is the ability to manage Sprint capacity available in Jira 8.13.8?  I want to add team resources and hours available so we can track against hours assigned to a Sprint etc.

 

If yes then can you tell me step by step how to enable it from an admin perspective.

You'll need to add one of the capacity planning apps from the marketplace to do that.
