Is Team Managed Business projects : Administrators have lost their ability to add users ?

Suneel Babu Done October 16, 2025

Dear Admins,

I just wondered,

Earlier , The administrators who were in Team Managed Business Projects ( Next Gen projects) , they can have the ability to add users in their projects.

Being A Jira Admin / Org Admin, I just check with them, They can't able add users in their projects.

any reasons behind that, Did any new updates have been rolled out by Atlassian ??
Kindly Help on this. It would be much appreciated.

Regards,
Suneel  Babu

Hi @Suneel Babu Done

You say the project access is set to limited, then only users with the role administrator can add people to the project,

I check this on multiple projects and I can do this.

To check this, create a user, add this use to a team-managed project and login as this user and then try to add users.

If this doesn't work, then reach out to Atlassian Support

As then it seems to be an issue with your instance.

Hi @Marc - Devoteam ,

As you are saying the 1st point You mentioned,  I agree with you, & I'm aware of that.

3rd point. I tried with this one also.

This time I've created a team managed business project in Sandbox, Made a test user as a Project lead & I've provided all the roles , even ( Admin, Viewer, Member) new role _ project admin has been created ( With all kind of admin access)

I logged in with that test user credentials (Not as login as user)
this time even I couldn't able to see the project settings as well. that's weird.

Suneel Babu

Hi @Suneel Babu Done

Might seem like a dub option, can you try to do the action in an incognito window or other browser?

Is the result the same or can you add the user?

Welcome @Suneel Babu Done

Have these users previously been invited to the Jira instance and also accepted the invite.

Yes , They are actively using Jira

Suneel Babu Done October 16, 2025

Being Jira administrator, I've checked with that  login as user ( Team managed Business Project -administrator) option. and tried to login and then tried to add users.
I could not get any users suggestions when enter any name in the add people section.

Hi @Suneel Babu Done , welcome to the Atlassian Community and thanks for your post.

Do you mean that people are trying to invite people who aren't currently in your Jira site to the team-managed projects? Could it be the case that you don't have any more licenses for people to use?

Or, do you mean the administrators cannot add people who already have a Jira license?

Looking forward to your reply.

Best wishes

I would say,

Those users , who were part of our org and they are having Jira Licenses too.

My question is ?
why Team managed Business project Administrator, Could not be able to add users in their project.
Earlier, They can be able to add the users.
FYI.
Project Access is limited.

Hi @Suneel Babu Done , thanks for your reply. Can you share some screens please so we can see better what you are describing?

Please can you share this screen? If you choose the option, 'Add people', is this blue button 'add 1 person' greyed out / unavailable or you can click on it but it doesn't do anything?

Can you / have you tried changing the project access to Open (even just temporarily) to see if that makes a difference?

Thanks

Hi @Valerie Knapp ,

I just tried with your suggestion, I just Changed the project access limited to open.

Hi @Suneel Babu Done

I assume you invited this user, but has this user accepted the invite?

Or is this user active, can you find this user in the User Management (administrator)? Is the user active and licensed?

Thanks for your reply,  @Suneel Babu Done . As @Marc - Devoteam correctly points out, you are trying to invite an email address in the screen, and not a licensed user, which I showed in my screen.

It may be that if your project admins are trying to invite people with their email addresses, if they haven't accepted the invite, they are not yet Jira users, but are in this kind of pre-Jira state.

Can you try, please, to invite someone you know is already using Jira and see what happens?

Suneel Babu Done October 16, 2025

The 2nd screen which I've attached, the user is the Project lead & administrator for her project.
The User which I've invited, She is an active Jira User. Screenshot attached below.
