Is JIRA software need to be installed in Cloud Environment or it comes installed based on request?

Hi All,

Currently i using JIRA Software which are installed in servers, i would like to understand about how JIRS software is installed or configured in cloud environment.

1. Does JIRA Software comes as pre-installed in Cloud ?

2. Does administrators need skills to manage Servers (like Lunux/Windows)

it would be great if you give me some important insights.
