the changes are usually added to your instance by Jira itself. in the admin section you can choose how the releases are made

Note that Release Tracks are available only with the Premium and Enterprise subscription plans.

Without that option changes are being continuously rolled out by Atlassian, but not necessarily delivered to all clients simultaneously.
