Means, different users can have at a particular time 2 different features/GUI ?

They regularly do gradual roll-out of new features or changes, but it usually means that a new feature is visible on a Jira Cloud instance, but it is not visible on another.

I haven't heard about gradual roll-out for certain user accounts only.

There are permissions that control some of the things people can do, and when someone can't do something, it usually hides the options in the GUI.

I don't think so. When some feature is added to your site, all users have it available.
