Introduction gadget on dashboard JIRA

Hi All

The introduction gadget on our dashboard enables us to view the message set by the jira-admin(using general configuration).

How can we get a similar gadget which allows dashboard owners to show a similar message to the users of his dashboard.?

I understand it cant be done using the introduction gadget but i am looking for a solution on similar lines
