Intermittent issue accessing with JIRA

Hi Team, 

I am facing an intermittent issue with JIRA. Sometimes, I was able to access the UI in browser without any issues sometimes I was facing "Connection refused" error.

Checked the service in server, everything is working as expected.Due to this error, unable to move further. 

Note: Post restart, JIRA UI in browser has started working.

I see the logs where jira starts up, and then some time later the only log entry is that the plugin system is shutting down.  And then Jira shuts down.  But it is not clear to me if a user issued a shutdown command, or the application is crashing in some way.

I did notice that you appear to be using the built in H2 SQL database.  I would actually recommend against this database as it is not technically supported by Atlassian and it is very prone to corruption.   Instead I would recommend trying to use a database type/version as found in the Supported Platforms documentation.
