I wanted to know if there could be a way that pull request to BitBucket be tied to the Jira ticket approval ? (Push of code possible only if the jira ticket is approved)
Yes, it is possible, but you need an app for it. Jira hooks for Bitbucket allows you to use a JQL to make sure the issue is in the correct status before you can push it. There might be other apps on Marketplace that can do the same.
