Hi, we'd like to integrate Microsoft Teams with our JIRA cloud instance to be able to create tickets or migrate conversations to JIRA tickets from Teams. Is this possible? It does appear we have it integrated but all I get in Teams are updates to tickets, we want the reverse communication too.

As Dominic already mentioned, Atlassian does provide native integrations between Jira and Microsoft Teams.
