Installed JIRA in AWS using CF stack Postgres I get Cannot add user, all the directories read only

Installed JIRA in AWS using the CF stack. It created all the resources like EC2 & Postgres. Then I tried accessing the Web Url and I get Cannot add user, all the User directories are read only error message. Please help.
