before buying a new licence, I would like to know how far Jira Core installation fits with the installation within a shared web hosting service provider
I mean
- what are the special means needed that a customer I am can't afford to install Jira
- same question for usual administration during the tool usage (adding users, ...)

I am not sure I understand the questions.
To install Jira on a server, you need to run the installation program/script that you download. You will often need to think about the networking to ensure the ports are open so people can reach it over the network.
I don't know what you mean by "special means needed that a customer I am can't afford to install Jira" (which means the second question can't be understood as well)
for instance: do I need server admin (usually root) password to install jira ?

You will want to create a user to run the service as, ideally, and you'll probably need root access to set up firewalls and networking properly.

other solution: use my Synology DS212 (without Docker) to host Jira, how is it possible ?

If it can run the right version of Java and provide a network route to Jira, then yes.

With 256 MB RAM this could be tough. Is there a Java version available for the Marvell Kirkwood 88F6282 (1 Core CPU). I wouldn't waste my time on trying to get Jira running on this 7 years old NAS.

Heh, I did not know what the <random hardware> was. Don't even bother trying to run Jira on a machine with less than 1.5Gb of RAM, it will not be usable.

Not sure if there is a docker image for Jira available. At least not from Atlassian. Why do you need a NAS to run Jira? I'd go for an easy peasy PC with a least 2 GB RAM, put some Linux on it and there you go. Why the hassle with NAS, docker etc...
