There is an existing instance of Jira installed and operating on a private LAN that is not internet-connected. There is a need to install Advanced Roadmaps. Is it possible to "upgrade" the existing instance to include this feature? If so, how would I do this offline? If not, what should be my course of action for installation? Thanks
You've tagged this with cloud, but you can't use Jira Cloud on a private LAN without an internet connection. Cloud runs on Atlassian owned "hardware" and is only available over the internet.
So I assume you mean you've got a Server instead, and that you can reach that from a client machine on your network.
To install Advanced Roadmaps, you'll need to download the app to your machine, then use "Admin -> Manage apps -> upload" to feed it the file you've downloaded.
Select an appropriate download for your version from https://marketplace.atlassian.com/apps/1212136/advanced-roadmaps-formerly-portfolio/version-history (make sure your server version is supported, and you get the server download, not DC)

Advanced Roadmaps are a feature of Jira Cloud Premium subscriptions, so I don't think you will be able to do that disconnected from the internet.
