Is initiative as an issue type available for classic projects?

Answer accepted

No. in Free and Standard versions you have Epic -> Story/Task -> Sub-task. In Premium you have another layer via advanced roadmaps I believe. Basically premium gives you the previously-known-as Portfolio features. You could also consider addons like Structure
