How can I set the mail handler to ignore certain email addresses or keywords so that those emails are not then subject to creating issues?

Hi @Adrian Chrostowski, I don't know of a way to do this within Jira's settings, but what if you filtered the messages on the mail server side first?  You could have your mail that is "fit for Jira" forwarded on to a different mailbox which Jira is then connected to.  And of course, don't give this second address out to users.  ;)

Hope this helps or leads to another idea,
