I have a set of custom labels which I would like to make available for the user when he/she is creating a new issue. It is possible?
So in this case the user would see the labels from jira in addition to the lables provided by my plugin.

The labels field offers pre-existing labels up for selection as people start to use it. I don't know what you mean by "custom labels" because all labels are "custom" already - they're entered free-hand by your users.
An AI will analyse the issue title and description and then suggest the labels. What I need is a way to provide those labels to the users.

I have left this late becuase I have not been able to explain how much I appreciate this being a good idea.
I would love an AI or even just an Expert System to help us out with entering useful data into any system!
Jira isn't set up for this sort of stuff though. I feel it's moving the right way, but it is a long way off.
The best I think we can do at the moment is an automation of some sort that analyses existing issues and applies labels to some of them, which will make them appear in the auto-fill functions as people start typing.
