In the project list view is there a way to set a permanent group by filter?

Is this a Jira Work Management/Business project? If so, then currently there's an issue with that. This is probably the issue you are running into:

Hi John, it is a Jira Work Management project. Just voted for that first issue you shared. Bummer it's not a feature. That makes the list view way less valuable since I cant set that as the default for everyone to see. I used that feature of Asana for every project.

I totally acknowledge that this problem alone may not justify a Marketplace app, but just to put this out there: For an immediate solution, this would work as expected in the app that my team is working on, JXL for Jira.
JXL is a full-fledged spreadsheet/table view that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. So in a sense, JXL has some things in common with the list view; however, JXL works in and across projects of any type (not just JWM projects) and comes with heaps of advanced features (ranging from support for configurable hierarchies and nested issue grouping, to sum-ups, to conditional formatting) - plus, it will save your grouping settings!

JXL integrates into the project sidebar (or top-bar, in JWM), so many of our users successfully use it as an extension to Jira's built-in list and table views.
