This question is in reference to Atlassian Documentation: Billing and user count

In terms of pricing, is every application a la carte? In other words, is it correct to say there is no product suite at a combined pricing level; pricing is the total of a la carte application selections? Please advise if this is correct of if there are billing incentives to package apps together.

It's "a la carte" as you suggest.

However, it may be worth talking to Atlassian partner companies - many of them do bulk licensing and a little bit of discounting
