In-line adding of Issues to Backlogs

My Team Managed Project allows the user to hover over the left side of the backlog and add an Issue to the backlog in prioritized order. However, my Company Managed Project does not have this functionality.

Is there a way to enable it in my Company Managed project, or is this something exclusive to Team Managed Projects (or is it something else)?

Yes that's correct it is exclusive to Team Managed Projects

That is indeed a TMP functionality not available in CMP.
