In Sprint Health Gadget, what does "Flagged: issue mean?

I set up a Dashboard with a "Sprint Health Gadget".  Some issues in the sprint are called out as "Flagged", but there is no discernable difference that I can see that makes them "Flagged" and the documentation makes no mention of it.

Does anyone know what triggers that call out in the Sprint Health Gadget?
