Even with full admin access, none of the top menu bar buttons in Jira Software (server v7.12.1) work (i.e. Dashboards, Projects, Issues, Boards). The create button loads a spinning loading wheel and gets stuck. However all of this only occurs from the main system dashboard but works correctly from other pages.

I am getting the above GC Allocation Failure, thats the only thing in the logs.

I may well be wrong but I believe this is an unrelated issue. After forcing the garbage collection process and checking the logs to make sure this was successful, the menu issues still appear.
