In Jira Sofware, is there a way to format a custom date time variable as Month and Year only?

Our use case is we have a variable call Invoice Date.  We do monthly invoices, so having our users enter a day of the month isnt needed.  We can have our extraction process simply ignore the day.  Or we could have a month dropdown, but that seems clunky.

I'm afraid not, all the dates (and date times) come out as full dates.

If you're on server, you can use scripted fields to display whatever you like from a core date field, but there's nothing on Cloud that would let you do this.
