In Jira Plans Field with User Dropdown does not get group restriction from Space field config

In Jira plans I have added a field column where the field is a user pick list. In the Space, I have a field configuration to restrict the users shown for this field on create and edit screens to members of a group. However in the plan when I click on the  field for the drop down of possible values, it very briefly shows the correct filtered list before going to a wider list of users not in the group filter I configured in the field configuration

Welcome to the Atlassian community.

My initial thought is, if the configuration for the field is space-specific, like a Context for the field, that would not apply to the Plan because the Plan is not a Space. A Plan can uses multiple Spaces, or boards, or filters, as sources so it is not possible to apply space-specific field configurations to the plan.

Having said that, I could be wrong.

How have you added the configuration to the field to restrict the users that are available in it? Is that a Field Context?
