In JIRA Cloud, I need a multi-select field for a list of our customers with values set by admin

I am hoping for something to appear like the Tags displayed below or the sprint value or component fields.

I thought that a custom field type of label would work but it won't let me set the values.

A label field lets a user enter whatever they want, although it will try to prompt them to re-use existing values.

A multi-select field will collect the right data, and the list is controlled by the admins.  Atlassian are moving towards making them look more like the labels/tags, but it's not going to happen soon.
