Importing estimates is converting from sec to the right value but is always calling it minutes

When I import CVS all the fields are working correctly but original estimate and remaining time are getting converted but they always say minutes.

Example

14400 becomes 4m and not 4h

172800 becomes 48m

Are you an Administrator for the Jira instance?

Are you accessing the import function from the Advanced Issue Search page or from the Settings > System > External System Import page?

Do you know what the default time unit setting is for Time Tracking for your instance?

I am not an admin. 

I am accessing Import from search results page. There are more option next to export. The options are

1. Bulk change all issues

2. Current page

3. Import issues from cvs

I am using #3 option here.

Can you work with a Jira Administrator for your system to have them try the import, and find out what the default time unit is?

I am not able to reproduce your issue, but I am a Jira Admin in my environment.
