Importing Updates to Add Has To Be Done Before/After Links

I've tried importing updates to existing stories to link them together with either has to be done before or has to be done after csv files. They're all on the same project, I have 1 file for has to be done before and 1 for has to be done after.

I load it via the old method, select the project I want to use, linked both of the issue keys to the key field and check the map field box, connect the summary to the summary box (I've tried doing either a summary of the primary key as "Summary" or a summary of the linked issue as a "Linked Issue Summary"), and select the link option of "Gantt End to Start".

When I get through the import it tells me: Unable to link issue from autoid-123456789 to has to be done after with link named 'Gantt End to Start': Cannot find imported issue key for external id 'has to be done after'

I have used this process before to create hierarchy links and have a great deal of has to be done before/after updates to do that don't make sense to do as a bulk effort as they're all different. What am I doing wrong?
