Hola!

Estoy intentando importar desde csv, tengo el campo de "Issue id" y "Issue key", y quiero actualizar el "linked blocks" pero al importar genera una nueva incidencia.

Hola  

Para importar y actualizar valores, debes hacerlo desde system -> external system import -> CSV. Actualizar work items no se puede hacer desde otro lado.
