We just noticed this warning on our Jira Cloud instance.
It looks like only site and org admins will be able to import from csv after June 2024.
This is quite troublesome, since a large number of our users are using this feature to create issues in bulk.
Currently these users can import multiple issues in bulk by granting them the bulk changes global permission. I don't want to give each of those users full admin permissions.
How will we be able to support the bulk creation of issues after June?
It's a new change; I've found a few other questions which have raised this concern also.
You could raise your concerns to Atlassian Support?
Alternatives might need to be sought beyond that - such as using the API, or Automation (if it's a set of templated issues).

API is not always an option, not all users can/want to create a script.

I could see why this would be worrisome. If enough people reach out to Atlassian about this, they may reconsider. They, for instance, were going to deprecate Google Sheets but then didn't after enough people spoke up.
In the event that they don't change their mind on this, I wonder if you've considered using a spreadsheet that syncs with Jira for bulk ticket creation?
You could bypass the CSV import entirely. Visor is one such app that lets you create and edit tickets in bulk using a Table view. I can't verify yet, but hearing that Atlassian will be backing off on this until September in an effort to implement a solution where the user will not have to be an admin.
