Is the customer able to upload images or use @ to tag users in the service management instance of jira if the Epic or User story has been shared with them via external share?

Is the issue in a Software project or a Service Management project?
If the issue is in a Software project, then the answer is no. Software project issues cannot be accessed through the Service Management portal. Only issues in Service Management projects can be accessed through the Service Management portal.
What is the external share functionality you are using? Is that native Jira functionality or is that functionality from a third party app?
Is the user a licensed user of your Jira instance?
