If the Reporter and Assignee are the same

If the Reporter and Assignee are assigned the same person, does that perosn get two notification emails or one?

JIRA's default notification system will only send one email for each event, even if two notifications are triggered.

If you use a system for custom notification then all bets are off.

Nope, it de-duplicates the recipients of the event notification.
