Project Configurator will consider issue types to be the same when their names and type (standard or subtask) coincide. In this case, if the import loads an issue type that is the same as other issue type that already exists in the target, the existing issue type will be changed or overwritten with the imported issue type data. The issue type attributes that might change are its description and its icon.
Yes, if an issue type changes as explained above, for example changing its description from "New version deployment" to "New version UAT", all projects using that issue type will see the new description.
