If Permissions are set at both Global and Project Level, which rules?

There are Bulk Change Permissions (for example) in both the Global Permissions and in the Project Permissions.  If these two permissions differ, in the Project, does the Project Permission override the Global Perms?

There are no permissions that are shared between global and project permissions.  Unless you're looking at something new in an EAP I've not looked at?
