going by the timeline on https://www.atlassian.com/migration/assess/journey-to-cloud , I do believe you should still be able to change your user tier.
Feb 2, 2022 seems be the cuttoff date for those.
Unless if you have a Starter license then as you can read it is considered a new sale and it won't be possible.
Your only option then is to migrate to Cloud or Datacenter
