License are sold per user not per team. So the answer is one license - one user.

Hi Jhon thanks for the answer, but in the Free version from my admin part I was able to invite 15 users under me for bug logging how was that possible, if I but for 1 user in the standard version, I would be able to invite 20 people to log bugs.

If you are using Jira Service Management and invited them as customers which don't require a license, then that would work. But that is not Jira Software.
