Our goal is to deploy 5 issues; either bugs or new features, each week. Do I need to create a custom query and then add that as a gadget?

Unfortunately Jira does not offer such gadget.
A solution would be to search for an app (plugin) on Atlassian Marketplace that provides such gadget.
In case you want to try an app, our Great Gadgets app provides the gadgets that you need for tracking your weekly deployment goals.
Kanban Velocity / Throughput gadget - can display the number of issue resolved/deployed per week and the average. It include the current week as well.
Also, you could use the Issue Filter Formula gadget to represent the progress towards the weekly deployment goal.

Unfortunately, Jira does not have a gadget in standard dashboards that allows you to get this information in weekly buckets. If you are open to trying a marketplace solution, I recommend Mindpro Insights. I work at Mindpro, and I believe the app can help you with this scenario.
You can create internal dashboards with many interactive gadgets you can choose from. The app also has some of its gadgets available in Jira dashboards, so you can add a "Created x Done" chart, for example, using a basic filter or JQL. The gadget allows you to select some pre-defined periods to display. As an example, I just added one to illustrate that:
This is how the gadget looks after being configured:
If you click on a point in the chart, the system will open the issue navigator in another tab.
