This is quite a difficult one to answer, because I am not sure what you want from your "website". 

Confluence is probably the closest you'll get to a "website" - it serves up pages of formatted content for people, but you don't get a huge amount of customisation on it - it's very clearly a wiki / documentation system.

Or do you mean you want to run a set of Atlassian products under one URL?  Atlassian Cloud does that, hosting a Jira and Confluence under one URL, heavily interconnected.
