we are about to do a POC using a test version of Jira cloud with Azure AD. For this Domain verification need to be performed. So we have asked to upload a txt record of our atlassian host in our DNS. So security team has performed the below implementation. Can anyone please confirm the below step followed was correct?

I understand that you are trying to follow the domain verification steps for an Atlassian Cloud site and want to make sure that you have completed these correctly. Your screenshot has an unexpected value for Domain Name here. I'm not familiar with the DNS record manager you are using here.
I will share my own DNS record here for my personal domain, let's call it example.com:
Granted my domain is managed by Google domains, but I was able to create a TXT type record per the instructions (making sure to either leave the Name empty or use the default '@' without quotes).
I don't believe that you should have a domain name value that appears to combine the Atlassian Cloud URL along with the domain you are trying to verify.
Also note that when you copy the TXT string data, it appears to be looking for double quotes to surround that value. My screenshot has that, but yours appears to have removed those quotes.
