I want to disable Create button for specific users/Groups. Is this possible in JSM project.

Please find the attached screenshot for your reference.

If it is possible for a single user/Group please help me out how to configure the same .

That button is not project specific. It is the general issue creation button, and once clicked a user can choose the project where they want to create the issue.

If you want to prevent users from creating issues in a specific project you need to modify the Permissions for that project.

Permissions can be used only to grant permissions. You can't modify them to explicitly state "allow for everybody except..." Instead you have to explicitly grant the permission to everybody you want to have that permission, and ensure that does not include the people you don't want to have that permission.

You can grant permissions to user groups, roles, and individuals. By using those options you can grant the permissions to everybody while specifically not granting the permission to the groups/users of your choice.
